"Capacity Increasing" vs. "Capacity Enhancing"

A few questions have recently surfaced that I need help on regarding "Capacity Increasing" vs. "Capacity Enhancing" improvements.  The questions include:

1.  Is there a difference between the two terms?

2.  What is that difference?

3.  If there is a difference does that difference have any correlation to the regionally significant project determination?

You will find your best answers in the Highway Capacity Manual.  Look up capacity and adjustment factors, specifically.
